Yes! It is a tactic for staying employed. But I've also seen people do it because they like being needed or appreciate the power of being a gatekeeper, even for something as small as access to a piece of software.

The reason why people enforce learned helplessness is so they can keep their job and not being laid off arbitrarily. (around 20 minute mark)
